It will always fail as long as some nations are denied access (which should be allowed and managed by sanction and redress), it is influenced by contributions (controlled by money) and nations' armies are superior to a non-existent standing army provided by the UN, itself. At least, to start with...I'm sure there are plenty of other issues to be concerned about, as well.
