Difficult to believe? Not at all... In fact, it's probably a common nationwide (and even an international) problem. It just falls apart when backwoods idiot cops like this, who can't manage the 'scheme' or their self-discipline, expose the widespread problem. I'd advise we investigate all police forces and see where their revenue streams are really coming from. Nothing unjust about that, is there? Nothing to hide, no reason to worry! :) (y)
